Opening the meeting, Chairman of the Committee Davyd Zhvania claimed that “present political crisis is a result of falseness of cancelling the constitutional reform of 2004.” According to him, once this reform was “a consensus between the society and politicum, such parliamentary-presidential republic was perceived as a kind of transit, a transitional step to a “pure” parliamentary republic.” Thus, “the decision of the Constitutional Court in 2010 in fact ruined the balance of checks and balances.”           

D.Zhvania also stressed that the Verkhovna Rada is the only legislative representative body in the structure of state authority which can take responsibility for suggesting ways out of this political crisis to the society.   

Deputy Chairman of the Verkhovna Rada Ruslan Koshulynskyi particularly stressed that the institute of representative authority has been offset, activity of people’s deputies has been actually reduced to elaboration of bills. At the same time, according to him, under condition of stability in the society, parliamentary form of authority is optimal. The people’s deputy called everyone present to use every possible lever in the Parliament “to level the lost balance of powers in the society.”      

Advisor to the President of Ukraine – Chairperson of the Main Department of Constitutional and Legal Modernization of Presidential Administration Maryna Stavniichuk claimed that today a constitutional agreement should be concluded to overcome the political crisis, and stressed that the new social agreement should be concluded on the basis of an extensive dialogue.    

M. Stavniichuk also emphasized that a new government should be formed on the basis of this agreement. “This means the government of people’s trust, transitional or technical, the government which should include experts who have moral authority and support in the Parliament, they should be accepted by the President and by society,” she stressed.     

Participants of the meeting expressed their thoughts on legitimacy of the constitutional reform of 2004.

During the discussion, the decision was made to continue the work of the round table joining it with the Committee’s meeting planned for Wednesday, December 18.
